A block price is only the beginning.
A vacant block can be full of possibility and short on detail. Use an evidence list to separate what is known, what is estimated and what nobody has checked yet.

Start with the exact parcel
Ask for the lot and plan details, title status, dimensions and the document supporting each answer. A street address or a boundary drawn on a photograph is not enough to establish the parcel you would buy.
Write “not supplied” against a missing item. An empty field is not evidence that no restriction exists.
Separate the asking price from the proposed build
Create separate rows for land, your proposed home, site preparation, service connections, external works, buying costs and contingency. Ask which items a builder’s quote includes and excludes.
Avoid comparing a vacant block’s price with a completed home as though they buy the same thing. A price per square metre can compare area and price; it cannot tell you whether a block is buildable.
Ask about the ground and the connections
Request available soil information and ask what additional investigation your builder needs. Confirm which services are connected, merely nearby or still proposed, and ask who pays to connect them.
Photographs cannot establish soil conditions or connection costs. Keep each quoted amount beside its provider, date and scope.
Find the planning evidence
VicPlan provides property planning information, including zones and overlays, and can generate a planning property report. Keep the report date with your notes.
Ask the council and your advisers how the controls affect your particular proposal. A map label does not grant permission to build.
Send one useful enquiry
Example: “Please send the current title status, lot and plan, available planning report, service connection details and any building guidelines for this block. Which details are confirmed, and when were they last checked?”
